在我的印象中，這兩個應該是沒有用法上的區別的，因為in和on都屬於介詞，在這裡並沒有提到有什麼特殊用法，所以應該都是spend sth. in/on doing sth.
唯一可能的區別是，也是很久以前老師講過的了，spend in一般是花時間做某事，而spend on是花錢，但是現在這兩個用法意思上基本沒有區別。
如果非要找區別，那就是用spend in可以省略in
