這兩句話意思確實一樣，老師沒說錯。
not跟every, both, each這些詞搭配時一般都只能表示部分否定。雖然你第二句話字面的翻譯是每個人都沒有參加會議，但這樣的理解是典型的中式英語。如果外國人要表達每個人都沒有參加會議會說none of them/ not anyone/ no one invited attend the meeting.
總結一下就是，not+every, both, each表示部分否定，none, neither表示完全否定。

部分否定（不完全否定/半否定）的幾種方法
一、all的否定形式： not all……（all ……not）並非都……（不是所有的都）
not all men can be masters. = all men cannot be masters.並非人人都能當頭頭。
二、both的否定形式：not……both或both……not 並非兩個……都……
i don』t want both the books我並不是兩本書都要。
both (the) windows are not open.兩扇窗並不是都開著。
三、every的否定形式：不是每……都
not every book is educative. = every book is not educative.不是每本書都有教育意義。
四、always的否定形式：並非總是（並非一直……）
he is not always so sad .他並非一直都這樣悲傷。
五、entirely、altogether、completely、quite的否定形式：不完全……並非完全
the business man is never to be trusted entirely .不可以完全信任商人。
he felt not altogether satisfied.他不完全滿意。
i don』t agree completely。我不完全同意。

六、all the time ……並非一直/未必老是

七、not……and的否定形式：往往是否定and後面的部分
he did not speak clearly and correctly。他講得清楚但不正確
she can not sing and dance. 她會唱歌但不會跳舞。
and如果換成or，not對其後面的部分完全否定

如果上述的all、both、always以及entirely、altogether、completely、quite和all the time等詞作完全否定，那就要分別用於之相對應的完全否定詞，如no 、none、nether、no one 、never、not(never)……at all等。

both are good.—— nether is good.
everybody likes it.—— nobody likes it.
he is always late.—— he is never late.
